| Diversion requires that each Family Foster Home Caregivers obtain 40 hours of training per certification and Specialized Treatment Foster Home Caregivers obtain 60 hours of training per certificate. No pre-placement training shall be counted towards the completion of annual continuing training required by paragraph (C)(5) of ODJFS Rule 5101:2-5-33. Training hours are calculated from the date of initial certification or the date of the most recent recertification as applicable. If training is received outside of Diversion verification of the completion of the training must be submitted to Diversion no more than 60 days from the date of the training or prior to the annual date the training is to be applied toward. The hours must also meet the needs assessment requirements and continuing training plan.
The continuing training program shall be in accordance with the caregiver’s written needs assessment and continuing training plan and mayl include but is not limited to the topics listed below:
Ø Parents and Foster Caregivers as part of child protection teams;
Ø The dynamics of child abuse and neglect and recognizing and preventing child abuse and neglect
Ø The effect of child abuse and neglect on child development;
Ø How foster families should work with children and their families regarding placement, separation, attachment issues;
Ø Behavior management techniques;
Ø Foster Caregivers’ working with the children’s families;
Ø Effects of care giving on children’s families;
Ø Caring for children who have been sexually abused
Ø Three hours of cultural issues in placement training including cultural diversity training.
Ø Substance abuse and dependency;
Ø Symptoms of mental illness and learning disorders
Ø Developmentally appropriate activities for children.
Ø Information regarding the issues confronting adolescents preparing for independent living, and provide under the instruction of Diversion, such service to the youth as are needed and appropriate and to the extent possible coordinate such services with the life skill services required to be provided by rule 5101:2-42-19 of the Administrative Code.
Ø Issues specific to the type of specialized foster home for which the caregiver is certified. Such training shall include:
o Continuous maintenance of Certification in a first aid training program and a child and adult cardiopulmonary resuscitation training program such as those training programs offered by the American Red Cross, The American Heart Association or the equivalent.
o Issues concerning physical restraint techniques and the appropriate use of physical restraints;
o Educational Advocacy*
Diversion will offer at minimum 30 hours of ongoing training at each office annually. Foster parents will be provided annually with a list of the trainings, dates, locations. These trainings will cover the topics required by ODJFS Rule 5101:2-5-33 as well as additional areas that would be applicable to the majority of the parents. Diversion will in addition provide dates and locations to parents as necessary to meet the training needs outlined in their needs assessment and continuing training plan.
